Any employer with 20 or more employees qualifies for the San Francisco Paid Parental Leave Ordinance (SF PPLO). If the employer qualifies, SF PPLO applies to employees who live or work in SF and receive CA Paid Family Leave (PFL) benefits from the state.
What is SF PPLO?
SF PPLO stipulates that employees who receive CA PFL benefits to bond with a new child are entitled to up to 8 weeks of supplemental compensation from their employer. During the leave period, employers are required to provide supplemental compensation in an amount such that the California Paid Family Leave wage replacement plus the supplemental compensation equals 100% of the employee’s gross weekly wage, subject to a cap. The 2023 PPLO Cap is $2,700 per week.

How does it impact employer policies?
If your policy does not provide 8 weeks of bonding time at 100% pay, this will be managed internally, as Cocoon does not currently support this feature. Cocoon will not display specific time and pay entitlements for your San Francisco employees. Instead, we will only show your company’s policy alongside any applicable state entitlements.
